    Important spring CBHA updates

    Starting in February and March, the board at Carlyon Beach begins a busy time of year working on some annual action items. As a member, there are some important dates you need to be aware of to ensure you're in the know, and that your voice is heard.

    Important dates 

    March 15th 2024: Bylaw proposals due from members

    Mark your calendar - the annual meeting and election is coming up 

    In our annual meeting, the board presents proposed bylaw changes, departmental and financial reports, do our final ballot count, and tally the official results of the election. The annual meeting will be recorded and livestreamed via Zoom, and you can also attend in person. The annual meeting is held at the Griffin Fire department. 

    Submit your bylaw proposals 

    Every year, CBHA members and board trustees can submit bylaw proposals for review and approval. You can submit your proposed bylaw changes by filling out this form, and either turning it in to the office, or emailing it to memberservices@carlyonbeachhoa.com. 

    A quick review of CBHA governance

    Carlyon Beach is governed in a few ways: 

    Articles of Incorporation 

    Carlyon Beach HOA is a corporate entity, and therefore governed by our Articles of Incorporation. This is a standard corporate document, and essentially provides a blueprint for how our organization is governed.  

    Covenants 

    You can find CBHA’s covenants here. 

    Covenants are agreements made between parties that refer to how land will be used. In CBHA’s case, our covenants are an agreement between members and the board.  

    These covenants were established on October 13th, 1959. 

    How they change: Can only be changed by a majority vote within the community. 

     

    Bylaws 

    The bylaws are our rules for management and administration – how the HOA runs itself. You can review CBHA’s bylaws here. 

    The purpose of the bylaws are to make it clear what the HOA’s obligations are to its members, and vice versa. Look to this document when you have questions about governance, processes, and the responsibilities of board members. 

    How they change: The bylaws are changed by a vote of the membership. The board reviews submissions,  provides comments,  forwards to the attorney for final review, and then presents proposals to the community for a vote. 

     

    Rules and regulations 

    You can find CBHA’s rules and regs here. The rules and regs are what they sound like: the real meat and potatoes of what’s allowed in the neighborhood. You’ll find specific architectural policies here, rules around noise, restrictions on plants, etc. 

     

    Bring your ideas and input to the table 

    This time of year, the board is busily reviewing the bylaws and rules and regs to see if anything needs to be changed. 

    A year of reading these policies over and over again shows us where some language might need to be changed. As board members, it’s our job to consider things like enforceability and clarity. As members, we invite you to do the same, but also think about the type of community you want to live in as you propose modifications and new rules. This is the fun part of being an HOA – the part where we get to have a say in the kind of place we live
